HISEE IS LOOKING FOR EITHER NATIONAL OR INTERNATIONAL COMPETENT CANDIDATE TO CONDUCT EVALUATION OF A PROJECT

The “Participatory Mine Action and Development - PMAD” project of Handicap International South East Europe (HISEE), funded by Swiss Agency for Development and Cooperation (SDC) will undertake an internal evaluation during the last week of January 2010.
The evaluation will be an “accompaniment evaluation” and will work collaboratively with HISEE staff and partners to identify the strengths and weaknesses of the project and to make practical recommendations to improve project performance and outcomes. The evaluation is not a conventional investigative evaluation seeking to discover if the project team has performed as planned.
Access to previous reviews and internal documents will be possible.
Short introduction to the project
The evaluation will be forward-looking and will not include a long description of the project nor a detailed analysis of its history.
The focus of the evaluation will be (a) the processes (b) the strategy and (c) the vision of the project. The evaluation will focus on improving existing internal tools, methods and processes and working with current staff, and not on bringing new methodology or new personnel into the project.
The outcome will include:
- An analysis of the management structures and processes, and communication and the use of Project Cycle Management. Strengths and weaknesses will be identified and actions to address the weaknesses outlined;
- Identification of key actions necessary to improve the skills of HISEE staff to ensure improved project outcomes, and recommendations for implementing these actions rapidly and efficiently;
- Identification of critical points in the project planning and recommendations for risk management and/or mitigation to reduce the possible impacts of failure to meet key milestones;
- A review of the overall vision of the project and its scope and appropriateness to the task and resources
The evaluation will specifically address:
- The fitness for purpose of the management, the soundness of the strategy and vision, and the means used to implement management and control of activities. Specific attention will be given to the effectiveness management;
- The analysis of HISEE staff skills and indications of areas which require attention;
- Identification of key areas of weakness which would be addressed in a conventional investigative evaluation;
The evaluator will also undertake two specific activities in addition to the evaluation:
- About half a day will be spent on training project staff in the basic elements of evaluation for monitoring. At the end of the training staff will:
Understand: the purpose and goals of monitoring, the basic techniques used to obtain information for monitoring, the management of this information and how it is processed in order to provide input to planning and evaluation. - About half a day will be spent on a practical guided exercise with the staff of the project. The evaluator will work with the HISEE staff to guide them through a rapid evaluation exercise in the evaluation of their own project using the logframe and standard techniques. The emphasis will be on understood evaluation processes and how they are applied, not on staff being able to undertake evaluation.
Seven days in total is expected duration of the engagement:
1 day preparation time: for two exercises that will be considered provided that the evaluator is able to leave a copy of the training materials with the project
1 day to be spent for training
2 days working in the office (Sarajevo and Mostar)
1 day of field work (Mostar – Stolac and Berkovici)
2 days writing of short reports: key points only and not long explanation.
